What is the difference between LQ and EQ?

Limited Quantity (LQ): up to the LQ amount carried in small inner packagings, lighter rules (the LQ mark, basic packaging) replace most ADR provisions. (ADR 3.4)

Excepted Quantity (EQ): for very small amounts, the E-code (E0–E5) sets the maximum inner/outer packaging quantity; if met, even lighter rules apply. (ADR 3.5)

LQ and EQ are different relief regimes — meeting one does not automatically mean the other. HazSeal shows the sealed Table A LQ/EQ fields; check the full chapter conditions before relying on the relief.
