What is the ADR 1.1.3.6 small-load exemption?
Small-load exemption: each product's quantity is multiplied by a factor set by its transport category (cat.1 ×50, cat.2 ×3, cat.3 ×1). If the total does not exceed 1000 points, heavy obligations such as orange plates, the ADR driver certificate and tunnel restrictions do not apply; the basic rules (packaging, labelling, documents) still apply.
Transport category 0 has no 1.1.3.6 exemption factor. Category 4 contributes factor 0 to the calculated value. Piece counts (unit “items”) are not kg/L — HazSeal treats them as NEEDS_REVIEW for the points sum.
